Constituency Management System (CMS) piloted in the Sonawari Constituency of Jammu and Kashmir would be a ‘Game Changer’ enhancing the legislative performance of a MLA/MP. When put to function, this will enable the legislators to focus on their primary functions and enhance their overall performance as an active legislator, efficient leader and effective public servant. These were some of the remarks made by Dr. Haseeb Drabu, Honourable Minister for Finance, Govt. of Jammu and Kashmir while inaugurating the launch of the pilot project of CMS for the first time at Jammu on 10 Dec 2017. As a noted economist and practitioner in politics, he has highlighted the uniqueness of an initiative like CMS, which according to him ‘could redraw the reach and extent of efforts of legislators and political leaders’ like MLAs, MLCs and MPs, as well as the grassroot leaders of Local governments at various spheres. He was quick to indicate that he is extremely happy that such a ‘grassroot initiative for supporting the emerging political leadership’ (especially by the young and dynamic leaders at different spheres) is being launched at Jammu and Kashmir as the pilot project by the Rajiv Gandhi National Institute of Youth Development (RGNIYD) in the country. He also highlighted that this unique initiative has the potentials to redraw the political atlas and provide a ‘healing touch’ as well as ‘quick solution’ to several pending issues and problems encountered by the citizens in their area. He also expressed keen interest and willingness to initiate a similar system in the Rajpura Assembly Constituency, represented by him, with the technical guidance and direction from the RGNIYD. The inaugural function of the programme was felicitated by Janab Yasir Reshi, Honourable Member of Legislative Council and Janab Qammar Choudhary, Honourable MLA, Rajouri Assembly Constituency. The programme was jointly organised by the Rajiv Gandhi National Institute of Youth Development (RGNIYD), Ministry of Youth Affairs and Sports, Govt. of India, Sriperumbudur and the Office of Janab Yasir Reshi, Honourable MLC at Kalika Dham, Shree Mata Vaishnavo Devi Shrine Board, Jammu on 10 December 2017. Janab Yasir Reshi, Hon. MLC, took special interest to introduce the unique project in the Sonawari Constituency with the technical support from the Dept. of Local Governance, RGNIYD. He was instrumental in capacity building of several grassroot leaders from Sonawari constituency aiming at the operationalisation of the project and its sustainability. Dr. K Gireesan, Associate Professor, RGNIYD, extended a warm welcome, gave a narrative about the features, process of formulation, expected outcomes, potentials and possibilities of the project. The project is expected to provide sufficient space for blending the political expediency, economic rationality and scientific inputs coupled with psychological aspects in the decision making by the political leaders at various spheres, from the Ward of a Gram Panchayat to that of Parliamentary Constituency. It is visuaiised as the ICT-supported Spatial Decision Support System, and has the potentials to perform as a ‘Strategy for Inclusive Governance’ and ‘Tool of Political leadership’. The launch function was attended by number of grassroot functionaries, youth leaders and community members from the Sonawari constituency. Janab Shabeer Ahmed Bhat expressed the vote of thanks on behalf of the community members from the Sonawari Constituency. About 110 persons (All male) attended the launch ceremony organised at Kalika Dham, Shree Mata Vaishnavo Devi Shrine Board, Near Jammu Railway Station, Jammu on 10 Dec 2017. The launching ceremony by the Honourable Cabinet Minister for Finance has received coverage by the print and visual media in Jammu. After the inaugural function, the media persons had an interaction with the Honourable Minister for Finance and Honourable MLC.
