Centre for Training, Orientation and Capacity Building organised a National Consultation with the NSS-Empanelled Training Institutions from 1-2 August 2017 at RGNIYD HQ Campus. The session started with the presentation of the existing curriculum of ETIs. With deliberations and discussion on the relevant themes the following curriculum was designed and finalized. Following are the recommendations of the Two-Day National Consultation of ETIs. • It was suggested that a 3 Day refresher programme may be organised after a year of the Induction Training. to review the problems at the field level . • Formats for documentation, annual reports, utilization of funds etc., to be devised in common • The existing training grant for ETI being provided since 2011 may be enhanced to Rs.2, 95,000/- considering the increasing price index. • As the Programme Officers are appointed initially for a tenure of five years, if they continue beyond this period, they shall undergo training at ETI again • The deputation of NSS POs may be through appropriate authority of higher education in each State in order to ensure the required number • Financial allowance to the ETIs is very less. The NSS POs have to spend their own money for their travel to participate in the training. Travel grant for NSS POs for attending the training may be sent as new proposals for the consideration of the Ministry. Special grant for travel to ETIs for follow up to be provided • The grants to ETIs may be released in the beginning of the financial year latest by 30th April so that the training programmes may be planned and implemented • In TOCs/TORCs, additional grant was provided for youth studies, case studies, this can be taken up by ETIs with additional grant funded by the Ministry based on the project • As per the MoU and the guidelines, the State Nodal Officer is responsible for nomination/deputation of NSS Programme Officers for training in the ETIs which is very crucial for ensuring participation • It was suggested that a three-day training of trainers for the ETI staff may be provided on contemporary themes by RGNIYD • In a few states like Kerala, Karnataka, Madhya Pradesh, Chhattisgarh have a good practice of granting 2% marks for NSS Volunteers which creates demands for appointment of new NSS Programme Officers this may be replicated in other states . The Consultation was coordinated by Professor and Training Officers of the Centre for Training , Orientation and Capacity Building (CTO&CB),RGNIYD.
