Prof. (Dr.) M M Goel, Director, RGNIYD inaugurating National Seminar on 25 years of Panchayati Raj Reforms in India, 19-20 August 2017, Tirupati.

Tirupati, August 19- While delivering the inaugural address of the national seminar on ‘25 Years Panchayati Raj Reforms in India’ Professor (Dr.) M.M. Goel, Director RGNIYD said that there is a considerable scope of improvement for bringing efficiency, sufficiency and equity in the finances, functions and functionaries of PRIs in India which   calls for adopting SMART and SIMPLE models along with pricing policy of birth, marriage and death certificates which falls in the domain of PRIs.

The two days seminar is organised by Academy of Grassroots Studies and Research of India (AGRASI) in collaboration with RGNIYD, Sriperumbudur and ISEC, Bangaluru.

To minimize the impact of GST on PRIs, let us bring them in the domain of corporate social responsibility (CSR) with periphery model, believes, Professor Goel.

PRIs are to adopt canons of public expenditure given by Dr. B.R. Ambedkar in-terms of faithfulness, wisdom of the professionals and economy in execution, said Prof. Goel

The non-violence in economics as needonomics (economics of needs) also called spiritual economics by Prof. Goel and no to greedonomics (economics of greed) is the mantra of ethics in politics at all levels including PRIs. To face the challenges of inclusive growth in-terms of careless and useless manpower who deserve to be made careful and useful, we need second generation reforms for PRIs including professional training of the functionaries, justified Prof. Goel.

Indian Political Academy coming up at RGNIYD will train manpower in political leadership which will go a long way in strengthening the democracy at all levels of operation in India, believes the Director of RGNIYD.
