Workshop on Constituency Management System for a Constituency of Jammu and Kashmir

New Delhi, Sep.19 – Department of Local Governance, Rajiv Gandhi National Institute of Youth Development (RGNIYD) has jointly organized a 'Workshop on Constituency Management System for a Constituency of Jammu and Kashmir' with Shri Yasir Reshi MLC, J&K at the conference hall of Kissan Ghar (Dept. of Horticulture), Govt. of Jammu and Kashmir, Shalimar Bagh, Delhi on September 19-20, 2017 .

While delivering the inaugural address Professor (Dr.) M.M. Goel, Director RGNIYD justified the need for understanding Constituency Management System (CMS) and explained the issues of good governance including participation, rule of law, transparency, responsiveness, consensus oriented, equity with inclusiveness effectiveness, efficiency and accountability.
According to Professor Goel the five pillars of good governance including political reforms, empowerment of local governments, speedy and efficient justice system, instruments of accountability and implementation of best practices( palli palli culture of South Korea) are inherent in SMART and SIMPLE models developed by him in the book “ Economics of Human Resource Development in India ( 2012).

For operational efficiency of CMS, the politician should learn to say no to certain demands of the voters and the bureaucracy to say yes for the implementation of the planned schemes and programmes, believes Professor Goel.

Earlier, Shri Shabir Ahmed Bhat Secretary Hamdard Education Society welcomed the guests present on the occasion including 52 delegates from the constituency.
